District Mineral Foundation Trust (DMF)

  • The Mines & Minerals Department, Govt. of Assam has Constituted the District Mineral Foundation Trust as approved DMF Trust Deed in all Districts of the State of Assam other than the districts in the Sixth Schedule Area under the provisions of Section 9B of the Mines & Minerals (Development & Regulation) Amendment Act, 2015 vide notification No. PEM.40/2015/100 & 101 dated 26th August, 2016. The Royalty to be paid by the lease holder as per the Gazette of India, Ministry of Mines Notification G.S.R. 715(E) New Delhi, 17th September, 2015.

    Objectives

    The object of the District Mineral Foundation Trust is to work for the interest and benefit of persons, and areas affected by mining related operations in the Districts in such manner as may be pescribed by the State Government.

    Operation

    The Trust Fund shall be kept in one or more scheduled commercial Nationalised Banks only in the name of the Trust and all acoounts shall be operated under the joint signatures of the member-secretary and another member of the Managing Committee to be authorised by the Managing Committe. The Trust shall  maintain the books of accounts of the Fund.

    Expenditure

    The Fund available with the Trust shall be used for:

    • The overall development of the area affected by mining related operations in the District in accordance with the Annual Action Plan prepared by the Trustees of the Foundation for the purpose:
    • Creation of locacl infrastructure for socio-economic puroposes;
    • Providing, maintaining,or upgrading of community aassests and services for local population in the area afffected by mining realted operations;
    • Organising or conducting training prograsmmeas to sjkill development and capacity builfing for creating employment and self employment capabilities;
      Provided that a sum not exceeding 6% of the total funds received by the Trust in the year may be spent by the Trust for meeting its administrative or establishment expenses.
      Provided further that the Trust fund or any part thereof shall not be used for advancement of any loan or grants in cash of any the beneficiaries.
