Implementation of Solid Waste Management (SWM) Rules 2026 under Kamrup Metropolitan District

Roles and Responsibilities regarding implementation of Solid Waste Management (SWM) Rule 2026 :
i) District Collectors/ District Commissioner
A Special Cell regarding implementation of SWM Rule 2026 has been constituted at the District level for proper implementation of the rule.
(Rule 37) Role of District Magistrate | 1. District Commissioners shall facilitate identification and allocation of suitable land for setting up solid waste processing and disposal facilities to local authorities in his district in close coordination with State Urban Development Department or State Rural development Department and upload on centralised online portal.
2. District Magistrate shall ensure urban rural convergence of Sanitary landfills, common waste processing plants (of any kind) and any other common waste management facility.
3. District Commissioner shall undertake inspection or audit of solid waste processing or recycling facilities falling under their jurisdiction.
4. Review the performance of local bodies, at least once in a quarter on waste segregation, collection, sorting, processing, treatment and disposal and take corrective measures
5. The concerned District Magistrate shall ensure that the Sanitary Landfill is operated as per provisions of these rules. |
ii) Roles and Responsibilities of Urban Local Bodies (ULBs)
(Rule 39) Responsibilities of ULBs | 1. All Urban Local Bodies shall prepare solid waste action plan as per proforma prescribed by Central Pollution Control Board, guided by state policy and strategy on solid waste management within one year from the date of notification of state policy Framing of by-laws by local bodies to incorporate the provisions of the SWM rules, 2026 by 31st March 2027 2. All Urban Local Bodies shall appoint the nodal officer for solid waste management within their jurisdiction. 3. Urban Local Bodies shall report the solid waste generation and collection on a monthly basis on a centralised online portal developed by Central Pollution Control Board. 4. Urban Local bodies to develop and set up infrastructure for segregation, collection, storage, transportation, processing and disposal of the solid waste either on its own or by engaging agencies and ensure geo-tagging of solid waste management infrastructure as well as facilities. 5. Urban Local bodies shall establish a grievance redressal mechanism for solid waste management including by online mode within a period of one year from date of notification of these rules. 6. iii) Rules and Responsibilities of Rural Local Bodies (RLBs)
(Rule 40) Responsibilities of Rural Local bodies | 1. The District panchayat shall prepare solid waste action plan in prescribed pro forma guided by state policy and strategy on solid waste management within one year from the date of notification of state policy. 2. The District Panchayat assess the solid waste management infrastructure available for collection, segregation and processing. 3. District Panchayat shall set up gram panchayat wise or zone wise centralised composting units, through community participation, segregated wet waste from individual community or units should be collected and disposed into these decentralised composting units as per time line prescribed in Schedule. 4. The Gram panchayat shall plan and implement solid waste management for village area under their jurisdiction after development of Gram Panchayat level action plan for solid waste management 5. The Gram panchayat shall ensure segregation, collection, storage, transportation of solid waste and channelization of recyclable solid waste fraction to recyclers having valid registration 6. The Gram panchayat shall submit data to District Panchayat on solid waste management for filing of annual report under the rules. 7. Shall organise one-week campaign to review the status and operational conditions of solid waste management infrastructure facilities as well as activities in all the rural areas in fourth week of June each year |
